[0:05] From ABC, this is World News Tonight

[0:09] [music] with Peter Jennings, Max

[0:11] Robinson, and from our desk in

[0:13] Washington, Frank Reynolds. Good evening

[0:16] from Yuri and Dropoff, the new Soviet

[0:18] leader. A counter proposal today on

[0:20] nuclear arms reduction and a challenge

[0:23] to the United States. At our foreign

[0:25] desk in London, here is Peter Jennings.

[0:27] Peter

[0:28] >> Frank the offer came today during a

[0:30] major speech by the new Soviet leader

[0:31] Yuri Andropov. It was made at a large

[0:33] gathering of world communist leaders to

[0:35] mark the 60th anniversary of the Soviet

[0:37] state. This is the first big speech that

[0:40] Mr. Andropov has made which reflects his

[0:42] leadership of the Soviet Union and not

[0:44] Leonard Brevs. As ABC's Bob Zelnik

[0:47] reports, he was speaking to many

[0:48] audiences and there were ambiguities.

[0:52] Andropov said the Soviets are prepared

[0:54] to limit their nuclear missile forces in

[0:57] Europe to the combined nuclear arsenals

[0:59] of Britain and France about 160 weapons

[1:02] and for the first time he agreed to deal

[1:04] separately with medium-range bombers.

[1:06] The US could keep some aircraft carriers

[1:09] in the region but overall Soviet and

[1:11] NATO plane numbers would be equal.

[1:13] Androp did not say whether the term in

[1:16] Europe means all medium-range missiles

[1:18] able to reach Western Europe or only

[1:20] those Soviet missiles actually based

[1:23] west of the Euros. But at its best, his

[1:25] proposal could cut in half the number of

[1:27] advanced Soviet missiles now targeted on

[1:30] Europe. And it could mean big cutbacks

[1:32] in the Soviet bomber force of more than

[1:35] 3,000 planes. Under Preside
