[0:00] health care costs. A rail strike could

[0:02] potentially idle hundreds of thousands

[0:05] of workers

[0:06] and a

[0:08] supplies into the harsh mountains along

[0:10] the Turkish border was just not working.

[0:12] We must encourage the Kurds

[0:15] to move to areas in northern Iraq

[0:18] where the geography facilitates

[0:20] rather than frustrates such a

[0:22] large-scale relief effort. The president

[0:24] said the US military would establish

[0:26] refugee camps on lower ground where

[0:28] food, equipment, and medicine would be

[0:30] distributed to the refugees. Let me

[0:32] reassure them that adequate security

[1:07] This remains the case.

[1:09] Nor will we become an occupying power

[1:12] with US troops patrolling the streets of

[1:15] Baghdad.

[1:16] We intend to turn over the

[1:17] administration of and security for these

[1:19] sites

[1:21] as soon as possible to the United

[1:22] Nations. The president refused to accept

[1:25] the blame critics have assigned him for

[1:27] allegedly encouraging Iraqis to rebel

[1:29] against Saddam Hussein, then abandoning

[1:32] the Kurds when they did just that. Do I

[1:35] think that the United States should bear

[1:36] guilt
