[0:00] p.m. about the government response to

[0:01] Hurricane Katrina.

[0:04] The storm involved a massive flood, a

[0:07] major supply and security operation, and

[0:10] an evacuation order affecting more than

[0:12] a million people.

[0:14] It was not a normal hurricane, and the

[0:17] normal disaster relief system was not

[0:20] equal to it. The system at every level

[0:22] of government was not well coordinated

[0:24] and was overwhelmed in the first few

[0:26] days.

[0:28] It is now clear that a challenge on this

[0:30] scale requires greater federal authority

[0:32] and a broader role for the armed forces.

[1:06] passages of President Bush's speech

[1:08] tonight regarded race and persistent

[1:10] poverty along the Gulf Coast. Here's

[1:12] exactly what he said.

[1:14] There's also some deep persistent

[1:16] poverty in this region as well.

[1:19] That poverty has roots in a history of

[1:20] racial discrimination which cut off

[1:23] generations from the opportunity of

[1:25] America.

[1:26] We have a duty to confront this poverty

[1:28] with bold action.

[1:31] Racism causes poverty. That's something

[1:33] I've never heard a Republican say, much

[1:34] less in public. Amazing. We'll cover the

[1:37] fallout on that in the wee
