[0:02] >> This is the CBS Evening News with Walter
[0:05] Kronite.
[0:06] >> Good evening. One day after the House
[0:08] voted a big increase in social security
[0:11] taxes, President Carter held out some
[0:13] hope to the American taxpayer. He said
[0:15] he's studying ways of cutting other
[0:17] taxes. Mr. Carter made his remarks by
[0:19] telephone to the National Newspaper
[0:21] Convention in Houston. Bob Schiffer
[0:23] reports from the White House.
[0:26] The president spoke to the Houston
[0:27] meeting on a telephone hookup from
[0:29] Washington. There were no TV pictures of
[0:31] the Washington end of the conversation
[0:33] since the networks would not agree to
[0:34] restrictions on coverage imposed by the
[0:36] White House. In the conversation, Mr.
[0:38] Carter called the increase in social
[0:40] security taxes necessary. He conceded
[0:43] new taxes could put a damper on the
[0:45] economy, but expressed hope that could
[0:47] be offset by other measures. We've got
[0:49] to increase the contributions to the
[0:51] social security system so it won't go
[0:53] broke. And we'll try to compensate for
[0:55] the inflationary impact or the tax
[0:59] increase on working people by other
[1:02] means uh to make sure that the economy
[1:05] is not severely damaged by by this uh
[1:08] action. The president gave no details to
[1:10] the editors, but as he left the White
[1:12] House by helicopter for a weekend at
[1:14] Camp David, officials here said the
[1:16] compensation could take several forms.
[1:18] They said no thought is being given to
[1:20] direct rebates, but they said the tax
[1:22] reform package now being put together by
[1:24] the administration will contain several
[1:26] tax relief measures for those in the
[1:28] lower income groups who would be hardest
[1:30] hit by an increase in social security
[1:32] taxes. If the economy does slump next
[1:34] year, they say the president could still
[1:36] consider additional relief through an
[1:38] acrosstheboard reduction in withholding
[1:40] taxes. Bob Schiffer, CBS News, the White
[1:43] House. The almost 600 Americans jailed
[1:47] in Mexico, many former, many for drug
[1:49] offenses for which there is no parole
[1:51] there, heard good news today. President
[1:54] Carter signed a prisoner exchange bill
[1:56] which allows Americans in Mexican and
[1:58] Canadian jails to finish out their
[2:00] sentences in this country where many
[2:01] will be eligible for parole. Americans
[2:04] in Mexican jails say they are victimized
[2:06] by corrupt prison and court systems
[2:08] there. Mr. Carter also signed a measure
[2:11] that continues federal aid to
[2:13] Indo-Chinese refugees and paves the way
[2:15] for their citizenship.

[2:28] >> You want to start something? Start using
[2:30] Rayovac Alkaline Energy Cells. The
[2:33] finest battery Rayovac makes. No
[2:35] ordinary battery can last as long as our
[2:38] alkaline energy cell. In fact, one
[2:40] Rayobback alkaline can last up to eight
[2:42] times longer than an ordinary battery.
[2:45] So if you want to start something, start
[2:47] using Railback alkaline.
