[0:42] Good evening. President Clinton's

[0:44] Treasury Secretary is preparing

[0:45] emergency action to prevent the first

[0:48] default on US national debt payments in

[0:51] American history and avoid possibly

[0:53] triggering a round of higher interest

[0:55] rates. But the US government is just

[0:58] hours away now from a partial shutdown

[1:00] for lack of funds, forcing the furlow of

[1:03] almost half the federal workforce

[1:05] tomorrow without pay. President Clinton

[1:08] tonight stood by his vow not to sign two

[1:11] lastminute Republican stop cap budget

[1:14] bills with provisions the president

[1:16] considers unacceptable and extreme,

[1:18] especially as applied to Medicare. Our

[1:20] coverage begins with Bob Schiffer on

[1:22] Capitol Hill.

[1:23] >> I am signing it. Speaker Gingrich

[1:25] officially signed a stop gap measure

[1:27] late today to keep the government

[1:28] running. But with the president all but

[1:30] certain to veto it, Republicans will

[1:32] keep Congress in session tonight in

[1:34] hopes of a last minute compromise.

[1:36] >> We're prepared to act up until midnight

[1:39] or after
