[0:13] shifted away from the Gulf today to New

[0:15] York and to Moscow. Even though it's

[0:18] already been rejected by the Allies,

[0:19] Iraq was trying to sell its

[0:21] controversial peace proposal to the

[0:23] United Nations Security Council. and the

[0:26] Kremlin was getting ready to conduct

[0:27] some diplomacy of its own aimed at

[0:30] getting Iraq to set more realistic terms

[0:32] for ending the war. We begin with two

[0:34] reports. First, David Ensor at the

[0:37] United Nations.

[0:39] >> Iraq's ambassador to the United Nations

[0:41] says the US and its allies misunderstood

[0:44] the Iraqi offer. Ambassador Alan Bari

[0:47] suggested to reporters that an Iraqi

[0:49] withdrawal from Kuwait could go ahead

[0:51] without conditions or linkage. The only

[0:54] condition he said is that the allies

[0:56] promise to have talks on any and all

[0:58] issues.

[0:59] >> We shouldn't use the word condition. We

[1:01] shouldn't use the word linkage. Sometime

[1:03] we become captive of our own

[1:05] misunderstanding, our own

[1:06] misconceptions. Here you have all

[1:08] legitimate issues. Let us call them

[1:10] issues and let us address ourselves to

[1:13] these issues.
