[0:00] That's our news for now. We'll be back
[0:01] at 6:00.
[0:06] >> From ABC, this is World News Tonight
[0:09] with Peter Jennings.
[0:10] >> Good evening. We begin tonight at a very
[0:12] complicated political moment in the war.
[0:14] The world is waiting for Saddam Hussein
[0:16] to respond to the Soviet proposal for
[0:19] getting out of Kuwait in accordance, the
[0:20] Soviets say, with the UN resolutions.
[0:23] President Bush said today he didn't
[0:24] think the proposal from Mikhail
[0:25] Gorbachev was good enough,
[0:27] which has caused some anxiety between
[0:29] Moscow and Washington at a time when
[0:32] there is increasing evidence the US is

[0:53] Uh while
[0:55] expressing appreciation for his sending
[0:57] it to us, it falls
[0:59] well short
[1:00] of what would be required.
[1:02] >> Senior officials here say the Gorbachev
[1:04] plan, while apparently calling for Iraq
[1:06] to get out of Kuwait unconditionally,
[1:08] fails to demand compliance with all UN
[1:11] resolutions. It is silent, they say, for
[1:13] example, on restoring the Kuwaiti
[1:15] government and unlike the UN would not
[1:17] require Iraq to pay reparations to
[1:19] Kuwait. What's more, it is increasingly
[1:21] clear the US smells a smashing victory
[1:24] and does not want to be drawn into a
[1:25] negotiation that would interrupt allied
[1:27] military momentum.
[1:28] >> We're concerned that a
