[0:00] Just after World News Tonight.

[0:04] >> Tonight, a desperate plea for relief

[0:06] from New Orleans. People there are dying

[0:09] because help has not arrived.

[0:11] >> We can't take this. We've been out here

[0:13] for three days.

[0:14] >> President Bush promises an unprecedented

[0:17] relief effort. People here say it is

[0:19] coming too slowly. For so many

[0:22] survivors, salvation is a bottle of

[0:24] water and a patch of dry land.

[0:29] From ABC News, this is a special edition

[0:32] of World News Tonight, reporting from

[0:35] Gulport, Mississippi, Elizabeth Vargas.

[0:39] And from New Orleans, Bob Woodruff.

[0:44] Good evening everyone. The situation

[0:45] here in New Orleans seems to be getting

[0:47] more desperate by the hour. The mayor of

[0:49] New Orleans this afternoon issued what

[0:51] he called a quote desperate SOS, saying

[0:54] that the city has run out of resources.

[0:57] Three days now since this hurricane

[0:59] ripped through here, we are witnessing

[1:00] the worst. More and more people are

[1:02] dying because help is not coming fast

[1:04] enough. The situation is also very

[1:07] critical just east of here in

[1:08] Mississippi. And tonight, my colleague

[1:10] Elizabeth Vargas is there. Elizabeth,

[1:13] >> Bob, good evening. I'm reporting tonight

[1:15] from the devastated city of Gulfport.

[1:17] And as we drove through this state

[1:19] today, almost everywhere we went, people

[1:21] wanted to know when help would arrive.

[1:24] Take a look at the headline from the

[1:25] morning paper in Mississippi. Help us

[1:27] now. The governor of Texas said today

[1:30] that his state would take 25,000 people

[1:32] displaced from the hurricane zone. He

[1:34] called them refugees. And that is what

[1:37] they are.
