[0:04] about his past. Lucia may be the only

[0:05] person who can help [music] him.

[0:25] >> Good morning from CBS News headquarters

[0:27] in New York. This is a CBS News special

[0:29] report. I'm Anthony Mason. We are on the

[0:31] air this morning because at the UN

[0:34] events are emerging this morning. First,

[0:36] the US, Spain, and Britain have formally

[0:38] now withdrawn their resolution regarding

[0:41] Iraq and they are [music] ceasing all

[0:42] efforts to get the UN to back a war

[0:45] against Iraq. The second detail this

[0:47] morning is that President Bush has

[0:48] announced that he will speak to [music]

[0:49] the nation tonight at 8:00 p.m. He's

[0:52] It's expected to be a final ultimatum

[0:54] made him to Saddam Hussein. The

[0:55] president is also expected to urge

[0:57] everyone, all Americans, foreigners,

[0:59] [music] UN representatives in Iraq to

[1:01] leave as soon as possible.

[1:03] The details at the UN began emerging a

[1:05] short time ago.

[1:07] There were efforts the Security Council

[1:08] was due to meet at 10:00 this morning,

[1:10] but [music] the British ambassador

[1:12] emerged a short time ago to say that the

[1:14] efforts by the US and Britain to come up

[1:15] with [music] some kind of resolution had

[1:17] failed and it was being withdrawn. Here

[1:19] is what Jerry Jeremy [music] Greenstock

[1:21] had to say.

[1:23] >> Having held further discussions with

[1:25] council members over the weekend and in

[1:27] the last few hours,

[1:29] we have had to conclude

[1:32] that council consensus will not be

[1:34] possible in line with resolution 1441.

[1:40] One country in particular

[1:42] has underlined its intention to veto any

[1:45] ultimatum,

[1:47] quote, no matter what the circumstances,

[1:50] unquote.

[1:52] That country rejected our proposed

[1:54] compromise before even the Iraqi

[1:57] government itself

[1:59] and just put forward suggestions that

[2:01] would row back on the unanimous

[2:03] agreement of the council in resolution

[2:06] 1441.

[2:09] And those suggestions would amount to no

[2:11] ultimatum, no pressure,

[2:15] and no disarmament.

[2:17] Given the situation, the co-sponsors

[2:20] have agreed

[2:22] that we will not pursue a vote on the

[2:25] draft UK, US, Spanish resolution in

[2:29] blue.

[2:31] The communiques and press statements

[2:34] that issued at the Azores summit

[2:37] explain the position of our governments

[2:38] on the way forward.

[2:41] The co-sponsors reserve their right

[2:44] to take their own steps to secure the

[2:47] disarmament of Iraq.

[2:49] >> That was Britain's ambassador to the UN,

[2:51] Jeremy Greenstock, [music]

[2:52] a short time ago at the UN saying that

[2:55] the effort to secure UN backing for

[2:57] [music] a war against Iraq is now at an

[2:59] end. The diplomatic dance is effectively

[3:02] over. President Bush is scheduled to

[3:04] [music] address the nation tonight at

[3:05] 8:00 p.m. with a final ultimatum to

[3:07] Saddam Hussein. The countdown to war, it

[3:10] [music] appears, is now underway. We'll

[3:12] have complete coverage coverage on

[3:14] tonight's CBS Evening News with Dan

[3:16] Rather. For more, stay tuned [music] to

[3:17] your local stations. From CBS News

[3:19] headquarters here in New York, I'm

[3:21] Anthony Mason. Good day.

[3:36] noticeable. So, I shave [music] half as

[3:38] often.
