[0:03] From ABC, this is World News Tonight
[0:07] with Peter Jennings.
[0:08] >> Good evening. American troops are on
[0:09] their way home from the Gulf tonight,
[0:11] and the Bush administration has begun a
[0:12] new effort to stop the spread of
[0:14] chemical and bacteriological weapons.
[0:17] The first 700 members of the 24th
[0:19] Mechanized Infantry Division won't get
[0:22] to Fort Stewart, Georgia until quite
[0:23] late tonight, but there's not likely to
[0:25] be much complaining about the long
[0:27] journey from Saudi Arabia. It'll
[0:29] certainly make their families happy.
[0:31] Only 535,000
[0:34] to go. As for those weapons of mass

[0:54] Today's action, a Commerce Department
[0:56] notice dressed up as a White House
[0:58] announcement, is a first step to make
[1:00] good one of the commitments the
[1:01] president made last night.
[1:03] >> We must act to control the proliferation
[1:05] of weapons of mass destruction and the
[1:08] missiles used to deliver them.
[1:11] >> Mr. Bush hopes to restrict export not
[1:13] only of actual chemical weapons such as
[1:15] those Saddam Hussein used against
[1:17] insurgent Iraqi Kurds, but also the
[1:20] ingredients used to make them. One of
[1:21] the regulations will affect so-called
[1:23] dualuse products, machinery and
[1:25] ingredients with legitimate peaceful
[1:27] uses that can also be used in weapons
[1:29] plants. From now on, such products will
[1:32] require an export
