[0:01] has been able to avail itself of some
[0:04] pretty decent training that the federal
[0:06] government made available, the chemical
[0:07] warfare improved response program. So,
[0:10] but you know what, as as well prepared
[0:11] as we are for it, all of our cities need
[0:14] more protective equipment for our first
[0:16] responders so that we can handle not
[0:18] only one big accident, but uh two things
[0:21] that might be simultaneous that's of a
[0:24] chemical nature. But we've taken a lot
[0:26] of steps in just the last few weeks and
[0:28] I think other cities have as well to
[0:30] make sure we have a bioserveillance
[0:32] system in place to make sure all of our
[0:34] hospitals have bioteterrorism plans in
[0:36] place and to make sure that we ramp up
[0:38] and so that we can fulfill our duties on
[0:41] this front of this war which has two
[0:43] fronts one in Afghanistan and one right
[0:45] here on the home front. Well, gentlemen,
[0:47] before September 11th, when you thought
[0:48] and when you planned for terrorism, were
[0:50] you thinking in terms of one massive
[0:52] event, or were you thinking in terms of
[0:54] what we're seeing now regarding this
[0:56] anthrax, which is a trickle of letters
[0:58] and places showing positive strains?

[1:05] Oklahoma City uh mirror federal building
[1:08] bombing. I mean, that's the image I had
[1:09] in my mind that there'd be a car bomb or
[1:12] a truck bomb or of something or some
[1:14] sort of thing like that and that we
[1:16] needed to prepare to prevent and prepare
[1:17] to respond. Uh there has been uh a
