[0:04] This is NBC Nightly News with John

[0:07] Chancellor, who was on vacation, David

[0:09] Brinkley in New York, and tonight's

[0:11] special segment, Nicaragua, the children

[0:13] of war.

[0:15] Good evening. New strains, friction, and

[0:18] irritations between the United States

[0:20] and Israel. with some Israelis

[0:22] suspecting the US in need of oil is

[0:25] cozying up to the Arab states and

[0:27] fearful the US is ready to deal with the

[0:29] Palestinians. Today, both the president

[0:32] and the secretary of state denied all of

[0:34] that and called in the Israeli

[0:36] ambassador to tell him not to worry.

[0:39] Here are two reports.

[0:42] The president invited Israeli ambassador

[0:44] Ephrime Eran for lunch at the White

[0:46] House to assure him that American policy

[0:48] toward Israel has not changed. Many

[0:51] Israelis believe the need for oil is

[0:53] causing the United States to favor the

[0:55] Arabs. After today's lunchon, Secretary

[0:58] of State Vance insisted that's not so,

[1:01] but he admitted his annoyance over some

[1:03] recent developments.

[1:05] >> I

[1:07] don't want to hash over things that have

[1:10] happened in the past.

[1:12] I have from time to time been irritated

[1:15] about certain things, but those are in

[1:17] the past and we ought to leave them in

[1:19] the past.

[1:20] >> Ambassador Eron told reporters they

[1:22] could reach their own conclusions about

[1:24] continuing strains between the two

[1:26] governments.

[1:27] >> We shall report

[1:29] to the government. The government will

[1:32] assess its uh

[1:34] position in view of what I had to tell

[1:37] them and in view of what will follow.

[1:41] The Israelis are worried that the United

[1:43] States is involved in efforts at the

[1:44] United Nations to draw up a resolution

[1:47] recognizing Israel's right to exist, but

[1:49] that would also open the door to an

[1:51] independent Palestinian state. Secretary

[1:54] of State Vance has said the United

[1:55] States would veto a resolution spelling

[1:57] out the Palestinian right to an

[1:59] independent homeland, but he has not

[2:01] ruled out accepting language that would

[2:04] include some mention of Palestinian

[2:06] rights. One White House aid said today

[2:08] that with these strains and with the

[2:10] situation in Israel resulting from Prime

[2:12] Minister Bean's illness, there is even

[2:15] fear here that Israel might pull out of

[2:18] the peace talks. Judy Woodruff, NBC

[2:20] News, the White House.

[2:23] From the very outset of their term in

[2:25] office, Carter administration officials

[2:26] believed that peace in the Middle East

[2:28] required a comprehensive approach, which

[2:31] meant tackling the difficult Palestinian

[2:33] question as well as the issues of

[2:34] defined borders and the nature of peace.

[2:37] When Secretary of State Vance was in

[2:39] Saudi Arabia two years ago, he was told

[2:41] that the Palestine Liberation

[2:43] Organization might be considering formal

[2:45] recognition of Israel's right to exist,

[2:48] paving the way for PLO participation at

[2:50] a Geneva peace conference. President

[2:53] Carter then spelled out the conditions

[2:54] under which the United States might deal

[2:56] directly with the PLO.

[2:58] >> Our position has been that until the the

[3:02] Palestinians and their leaders

[3:05] recognized Israel's right to exist that

[3:06] we would not have conversations with

[3:08] them ourselves. But after the PLO

[3:11] rejected that course of action, Egyptian

[3:13] President Saddat made his historic

[3:15] journey to Jerusalem, a gesture which

[3:17] led to the Camp David Summit and

[3:19] eventually an Egyptian-Israeli peace

[3:21] treaty and the start of negotiations for

[3:23] Palestinian self-ruule on the Israeli

[3:25] occupied West Bank and Gaza Strip.

[3:28] However, the prospect of Palestinian

[3:30] participation in those negotiations is

[3:32] enormously complicated. Since the Arabs

[3:34] insist that the PLO is the sole

[3:36] representative of the Palestinians, and

[3:38] the Israelis absolutely refuse to deal

[3:40] with the PLO, the United States is now

[3:43] searching diplomatically for a formula

[3:45] to draw the Palestinians into the peace

[3:46] process in a way which will be

[3:48] acceptable to the Israelis. But

[3:51] officials here fear that the gap between

[3:53] Israel and the Palestinians may be so

[3:55] wide that perhaps it cannot be bridged.

[3:58] Richard Valerani, NBC News at the State

[4:01] Department. Firing squads in Iraq killed

[4:05] 21 senior officials, including the

[4:08] deputy prime minister. They were accused

[4:10] of conspiring against the government.

[4:12] They wanted to shoot 22, but one of the

[4:14] victims managed to escape.

[4:25] How old am I? You can't tell from my

[4:28] hands. See, no unattractive age spots to

[4:31] give me away because of Esoterica

[4:34] medicated cream. Esoterica works below

[4:37] the skin surface to help safely fade

[4:39] brown spots that appear as we grow

[4:40] older. If you use it every day as

[4:43] directed, in 6 weeks your skin can be

[4:45] clear and younger
