[0:02] >> This is the CBS Evening News with Roger

[0:06] Mud substituting for Walter Kankite.

[0:09] Good evening. It has been weeks since

[0:11] anyone in Washington believed the Senate

[0:13] would ratify the Salt Treaty. But today,

[0:16] President Carter asked that debate on

[0:17] the Moraban Treaty be formally suspended

[0:20] as a form of retaliation against the

[0:21] Soviet Union. Leslie Stall reports from

[0:24] the White House.

[0:27] Faced with overwhelming opposition to

[0:29] SALT 2 in the Senate, the president sent

[0:31] a letter to Majority Leader Robert Bird

[0:33] asking for a delay in consideration of

[0:35] the treaty for an indefinite period of

[0:37] time. While the president continues to

[0:40] believe that ratification of the Salt 2

[0:43] treaty is in the national security

[0:45] interest of the United States, he has

[0:48] concluded that the Soviet invasion of

[0:51] Afghanistan

[0:52] in defiance of the United Nations

[0:54] charter has made consideration of the

[0:57] Salt 2 treaty inappropriate at this

[1:00] time.

[1:02] >> Bird quickly agreed with the request.

[1:04] The president will ask Congress instead

[1:06] to take up some new measures needed to

[1:08] respond to the crisis. Measures that

[1:10] could mean increased military aid for

[1:12] Pakistan. Spokesman Paul said that the

[1:15] president hopes that salt 2 is not dead.

[1:18] But several senators have other ideas.

[1:21] >> I think the president made the right

[1:22] decision in postponing salt. It would

[1:24] have been a better decision to withdraw

[1:26] salt. I think salt is dead as a doornail

[1:30] in the Senate. The salt process is

[1:33] temporarily paralyzed if not dead. The

[1:37] treaty was in serious trouble before

[1:39] Afghanistan.
