[0:03] This is the CBS Evening News with Walter

[0:06] Cronkite.

[0:08] Good evening. Against a background of

[0:10] crises in Iran and Afghanistan and a new

[0:15] Carter delivers his State of the Union

[0:17] address tonight to Congress and a

[0:19] national television audience. Lesley

[1:17] The speech tonight has been described as

[1:19] a spelling out of a Carter doctrine, a

[1:21] new approach to containing Soviet

[1:23] aggression.

[1:25] According to administration sources, the

[1:26] president intends to propose that the US

[1:28] enter into a security relationship with

[1:31] several Persian Gulf and Arabian Sea

[1:33] countries as a way of protecti
