[0:23] And this is a Fox News alert. National
[0:25] Guard troops have arrived in downtown
[0:28] New Orleans, establishing at least a
[0:30] small presence of authority that has not
[0:32] been seen since Hurricane Katrina hit on
[0:34] Monday. Through the stench of stagnant
[0:37] water, hope arrived this morning in the
[0:39] form of convoys stretching for miles
[0:41] with food and water and medicine and
[0:44] supplies for the thousands still
[0:46] stranded inside the city. It was the
[0:48] first sign of [clears throat] relief in
[0:49] days. The situation at this hour is
[0:52] still beyond description. Reporters say
[0:53] that inside a city looks like hell on
[0:56] earth. Looting is still rampant. People
[0:58] still roam the streets with automatic
[1:01] weapons and gunshots can still be heard.
[1:03] Fires have broken out all over the city
[1:05] today. And without water pressure, there
[1:07] was little hope that anyone could put
[1:09] them out. And still, the death toll
[1:11] continues to rise. At least 126 people
[1:14] are dead in Mississippi. And Louisiana
[1:16] Senator David Vidder said today that the
[1:18] number of dead in Louisiana may top
[1:20] 10,000. And for the tens of thousands of
[1:23] refugees who call New Orleans home and
[1:25] who have been taken to Baton Rou Rouge
[1:27] in Houston and points beyond, the road
[1:29] home seems longer than ever. For this is
[1:32] merely the end of the beginning. We
[1:34] begin tonight in New Orleans with our
[1:36] very own Shepherd Smith. He has been
[1:38] there from the very beginning. Chef
[1:41] Sean, we saw progress today in downtown
[1:43] New Orleans. We saw the National Guard
[1:45] come rolling in. We saw millions of
[1:47] meals ready to
