[0:03] This is election day across the country.

[0:05] Two of the top races are in Virginia and

[0:07] New Jersey where voters are choosing new

[0:09] governors. Each race is tight and the

[0:12] outcome could be seen as a referendum on

[0:14] President Bush. CBS News senior White

[0:16] House correspondent Bill Plant has more.

[0:18] Good morning, Bill.

[0:19] >> Morning to you, Anna. Well, the

[0:20] president is at a low point in the polls

[0:22] and he's had a bad month. Nonetheless,

[0:24] he's rolling the dice gambling. He's

[0:27] putting his credibility on the line. and

[0:29] he stopped by on the way home from Latin

[0:30] America in Virginia last night to help

[0:33] out the Republican candidate for

[0:35] governor of Virginia, a state he won

[0:37] last year by nine points.

[0:40] >> Laura and I are here to ask you to turn

[0:43] out to vote tomorrow for Jerry Kilgore,

[0:46] the governor of the common.

[0:48] >> As the president's advisers work to map

[0:50] out a new agenda for next year, his

[0:52] policies in Iraq and the war on terror

[0:55] continue to be controversial. In Panama,

[0:57] Mr. Bush endorsed the vice president's

[0:59] demand that the CIA be exempt from a

[1:02] congressional ban on torture, saying

[1:04] that he had an obligation to protect the

[1:06] nation from terrorists.

[1:07] >> We are trying to disrupt their plots and

[1:10] plans.

[1:14] Anything we do to that effort

[1:17] to that end in this effort any activity

[1:21] we conduct is within the law. We do not

[1:24] torture. Back home in Washington, the

[1:26] president faces another test of his

[1:28] powers by the Supreme Court, which has

[1:30] agreed to hear a constitutional

[1:32] challenge to military trials for foreign

[1:34] terror suspects.

[1:36] >> The grand jury's indictment

[1:37] >> and the special prosecutor's

[1:39] investigation into the leak of CIA

[1:41] operative Valerie Pla Wilson's name

[1:43] continues with the president's political

[1:46] strategist Carl Rove still under

[1:48] scrutiny. Some Republicans are

[1:50] suggesting that one remedy for the

[1:52] president's second term problems would

[1:54] be a shakeup of the White House staff.

[1:57] Now, even though nobody has been charged

[1:58] with misusing classified material, the

[2:00] president has also ordered everyone to

[2:02] attend ethics briefings and classes on

[2:05] handling secure material. They start

[2:07] today. Everyone means everyone,

[2:09] including Carl Rove, Anna,

[2:11] >> CBS's Bill Plan at the White House.

[2:13] Thank you.
