[0:07] >> Welcome to World News. Tonight, Congress
[0:10] working on details of the estimated $700
[0:12] billion aid package for the American
[0:15] economy. But there is disagreement in
[0:17] Washington on details, making Wall
[0:20] Street very nervous. Stocks plunge
[0:23] almost 400 points, and oil has the
[0:25] largest 1-day price spike ever. Changing
[0:29] course. A national study urges college
[0:31] admissions be based more on high school
[0:33] achievement and less on standardized
[0:35] tests like the SAT. And into the wild,
[0:39] our reporter goes where no journalist
[0:42] has been before, visiting an ancient
[0:44] civilization whose very survival is
[0:46] threatened by the modern world.
[0:54] From ABC News headquarters, this is
[0:57] World News with Charles Gibson.
[0:59] >> Good evening. Today provided a perfect
[1:02] example of how Washington and Wall
[1:04] Street can see things differently.
[1:06] Congress and the White House said
[1:07] progress is being made hammering out
[1:09] details of the government's plan to
[1:11] rescue the nation's financial system.
[1:13] But that did not soothe the jitters on
[1:16] Wall Street. Uncertainty over the cost
[1:18] of the plan and its effect on the dollar
[1:21] sent stocks skidding. The Dow lost
[1:23] nearly 375 points. And the uncertainty
[1:27] helped cause the largest one-day spike
[1:29] in oil prices ever. They were up over
[1:32] $16 a barrel today. We have two reports
[1:35] and we begin with Jake Tapper on Capitol
[1:38] Hill. Jake, good evening to you.
[1:39] >> Good evening, Charlie. Well,
[1:41] congressional leaders today agreed in
[1:43] theory to the Bush administration's
[1:44] unprecedented request
