[0:03] In the news, Moscow waits for an answer
[0:05] from Saddam Hussein on its plan for
[0:07] peace. Meantime, Allied troops in Saudi
[0:10] Arabia wait for the skies to clear.
[0:14] >> This is NBC News at Sunrise.
[0:21] >> Good morning everyone. I'm Margaret
[0:22] Larson. This is another day of waiting
[0:24] in Moscow as Iraq weighs its response to
[0:26] the Soviet plan for peace in the Gulf.
[0:29] The allies have made it clear they won't
[0:30] wait much longer. Iraq's foreign
[0:32] minister was expected in the Soviet
[0:34] capital yesterday, but he didn't show.

[1:07] >> That's the last chance for Baghdad. Uh
[1:10] if Baghdad rejects
[1:14] our peace plan, then uh the Iraqi forces
[1:19] will act.
[1:21] >> Foreign Ministry spokesman Vitali
[1:22] Churkin insists the Gorbachov peace
[1:24] proposal is the best option for Iraq. Uh
[1:26] President Garbachov's plan is certainly
[1:28] intended uh to uh create a situation
[1:31] where we might limit the bloodshed and
[1:35] achieve uh the goals of the UN Security
[1:38] Council resolutions and uh and the
[1:41] hostilities as soon as possible.
[1:43] >> The Soviets are expecting a positive
