[0:00] Mom.
[0:02] >> Tonight, a desperate plea for relief
[0:05] from New Orleans. People there are dying
[0:07] because help has not arrived.
[0:09] >> We can't take this. We've been out here
[0:11] for 3 days.
[0:12] >> President Bush promises an unprecedented
[0:15] relief effort. People here say it is
[0:17] coming too slowly. For so many
[0:20] survivors, salvation is a bottle of
[0:22] water and a patch of dry land.
[0:27] >> From ABC News, this is a special edition
[0:30] of World News Tonight. Reporting from

[1:11] >> Bob, good evening. I'm reporting tonight
[1:13] from the devastated city of Gulfport,
[1:15] and as we drove through this state
[1:17] today, almost everywhere we went people
[1:19] wanted to know when help would arrive.
[1:22] Take a look at the headline from the
[1:23] morning paper in Mississippi, help us
[1:25] now. The governor of Texas said today
[1:28] that his state would take 25,000 people
[1:30] displaced from the hurricane zone. He
[1:33] called them refugees,
[1:35] and that is what they are. In the
[1:36] richest country in t
