[0:02] On World News tonight this Tuesday, the
[0:04] president gives his State of the Union
[0:06] address to the Congress under a cloud.
[0:09] Mrs. Clinton says the attacks on her
[0:11] husband are part of a right-wing
[0:13] conspiracy.
[0:15] The independent counsel, Kenneth Starr,
[0:17] says "Nonsense."
[0:19] And we'll take a closer look at the
[0:20] president's ideas for social security
[0:23] and child care.
[0:32] From ABC, this is World News tonight
[0:35] with Peter Jennings, reporting tonight
[0:37] from Washington. Good evening. It's a
[0:39] long time since the president's State of

[1:05] issues in which he is interested from
[1:07] the issue of his viability as a
[1:10] politician.
[1:11] So, let's first go to the White House
[1:12] and ABC's Sam Donaldson. Sam.
[1:14] Peter, this was a day when the White
[1:16] House desperately wanted to change the
[1:17] subject from scandal to the State of the
[1:19] Union, but it hasn't worked out that way
[1:22] so far.
[1:25] The trouble began this morning when the
[1:26] first lady showed up for an interview in
[1:28] New York City on the NBC TV News Today
[1:30] show, during which she vigorously
[1:32] defended her husband. Bill and I have
[1:34] been accused of everything
