[0:04] This is a CBS News special report.
[0:11] A presidential address
[0:13] from CBS News headquarters in New York.
[0:15] Here is Dan Rather.
[0:18] Good evening. The time for talk is
[0:20] running out. President Bush is about to
[0:22] deliver an ultimatum to Saddam Hussein.
[0:24] White House officials said tonight the
[0:26] president will give Saddam 48 hours, not
[0:28] 72, 48, to get out of Iraq or face a
[0:32] US-led invasion. Iraqi officials say
[0:34] that won't happen. Saddam will not
[0:36] leave, they say. Earlier today, Britain
[0:38] and the US gave up their bid to win new
[0:41] authorization for action against Iraq
[0:44] from the UN Security Council. They
[0:46] withdrew their new additional resolution
[0:49] rather than face defeat, clearing, it is
[0:52] their argument, the way for a military
[0:53] campaign without any new UN approval.
[0:57] This was over the strong protests of
[0:59] France and Germany. Secretary General
[1:01] Kofi Annan has now ordered UN weapons
[1:03] inspectors and other personnel out of
[1:04] Iraq. 250,000 American troops are poised
[1:08] to strike, most of them in northern
[1:10] Kuwait. As for the Iraqis, they are
[1:12] reportedly dispersing their best troops
[1:14] hoping to ride out the first wave of air
[1:16] attacks, which could include as many as
[1:19] 600 cruise missiles. After that, they
[1:22] want to make the American march on
[1:23] Baghdad as costly as possible.
[1:26] We now take you live to the White House
[1:29] for the president's address.
[1:39] My fellow citizens,
[1:41] events in Iraq have now reached the
[1:43] final days of decision.
[1:46] For more than a decade,
[1:48] the United States and other nations have
[1:50] pursued patient and honorable efforts
[1:53] to disarm the Iraqi regim
