[0:00] World news

[0:03] On World News Tonight this Monday, the

[0:04] president says it one more time. I did

[0:08] not have sexual relations with that

[0:11] woman,

[0:12] Ms. Lewinsky.

[0:14] I never told anybody to lie, not a

[0:17] single time, never. But the

[0:19] investigation continues. Monica

[0:21] Lewinsky, seen but not heard.

[0:24] We'll take a closer look at how it is to

[0:25] write the State of the Union speech

[0:27] under this kind of pressure.

[0:28] And there is the other crisis. What will

[0:31] the president do about Iraq? His

[0:34] government says time is running out.

[0:43] From ABC, this is World News Tonight

[0:46] with Peter Jennings. Reporting tonight

[0:49] from Washington. Good evening. Here in

[0:51] Washington tonight, on the eve of his

[0:52] State of the Union address to the

[0:54] Congress and the nation, the president

[0:55] has felt obliged to say again that he

[0:57] did not have a sexual relationship with

[0:59] 21-year-old Monica Lewinsky. Ms.

[1:02] Lewinsky and her lawyer are negotiating

[1:04] today with the independent counsel about

[1:06] the basis on which she might testify to

[1:09] this alleged affair. And over there at

[1:11] the White House tonight, the president's

[1:12] staff is struggling to change the

[1:15] agenda. This town is already like a

[1:16] pressure cooker. And with all of

[1:18] Congress about to return tomorrow, it

[1:21] can only become more so. So, we're going

[1:23] to begin tonight's reporting with Sam

[1:25] Donaldson, who's at the White House.

[1:26] Sam. Well, Peter, under mounting

[1:28] pressure from members of his own party

[1:29] as well as others to speak out, the

[1:31] president has broken a four-day silence

[1:33] to repeat his claim of total innocence

[1:36] in this affair.

[1:38] At a White Hou
