[0:00] The new refugee camps will be built, but
[0:02] it will be necessary to convince the
[0:04] Kurds they will be safe from Iraqi
[0:06] troops.
[0:07] >> We do not expect the government of Iraq
[0:09] to interfere with this humanitarian
[0:11] relief operation, but nonetheless, we
[0:13] will have sufficient forces to protect
[0:16] those who are receiving the humanitarian
[0:18] relief and those who are responsible for
[0:20] administering it.
[0:23] The effort could place as many as 10,000
[0:26] US troops inside Iraq or on its borders.
[0:29] Britain and France will also
[0:31] participate. Allied air and ground
[0:33] forces will protect the camps and supply
[0:35] lines from attack by the estimated
[0:38] 30,000 Iraqi troops in the area. In
[0:41] addition, a quick reaction force of
[0:43] Marines and air cavalry troops will be
[0:45] deployed on the Turkish side of the
[0:47] border. US military police and light
[0:50] infantry units will provide security
[0:52] inside the camps. Officials say they
[0:54] will not permit the Kurds to use the
[0:56] camps as bases for guerrilla operations.
[0:59] Kurds would have to turn in their
[1:01] weapons to get into the camps. Pentagon
[1:03] officials say the US has no plans to
[1:05] occupy northern Iraq and hopes to
[1:07] quickly turn the new camps over to the
[1:09] United Nations and other relief
[1:11] agencies. The long-term goal remains the
[1:14] return of the Kurds to their home
[1:15] villages. Bob Zelnik, ABC News, at the
[1:18] Pentagon. The Iraqi government said
[1:21] today that it too wants the Kurds to
[1:22] return to their villages. In Baghdad,
[1:24] the foreign ministry called the plan for
[1:26] refugee camps set up by the United
[1:28] States intervention in Iraq's internal
[1:30] affairs.
