[0:01] We're doing everything we can. Where in

[0:03] the hell is the calvary on this one?

[0:07] >> Victims of Hurricane Andrew call the

[0:09] government's response a disaster.

[0:13] Allied forces take control of the skies

[0:15] over southern Iraq in a new challenge to

[0:17] Saddam Hussein.

[0:21] And eye on America. Tonight, Los Angeles

[0:24] after the riots, wrecked buildings, and

[0:26] broken promises.

[0:30] This is the CBS Evening News.

[0:37] Good evening. I'm Harry Smith sitting in

[0:38] tonight for Dan Rather. It is a

[0:40] staggering figure. Emergency officials

[0:43] in Florida say Hurricane Andrew has left

[0:46] one out of every eight people in Dade

[0:48] County without a home. Now, CBS News has

[0:51] learned that President Bush is sending

[0:53] as many as 5,000 active duty troops to

[0:56] Florida to help the recovery effort.

[0:58] This follows complaints from victims of

[1:00] the hurricane that they're not getting

[1:02] the help they need. John Roberts in

[1:05] Miami has our report. As the hardest hit

[1:08] victims of Hurricane Andrew struggle to

[1:10] survive, in political circles, a storm

[1:13] of accusation blew up over why more aid

[1:16] isn't getting through. If we do not get

[1:18] more food and water into the South End

[1:21] in a very short period of time, we are

[1:24] going to have more casualties because

[1:25] we're going to have people who are

[1:27] dehydrated, who are without food, babies

[1:30] that need formula.

[1:31] >> The county blames the federal

[1:32] government. Government agencies charge

[1:35] the county hasn't gone through the

[1:36] proper channels.

[1:37] >> The rules are very specific. They're

[1:39] well understood. And I'm not here to

[1:40] debate the rules. I'm here to address

[1:42] the problem.
