[0:02] as much of our time and effort impress

[0:06] upon our Congress

[0:08] both the programs and the policies on

[0:12] the one hand and the tax policies on the

[0:15] other needed to do the job, we could win

[0:20] the war on poverty and solve the urban

[0:23] crisis.

[0:25] If today you and I paid our federal

[0:29] taxes at the rates which prevailed

[0:32] before the tax cut of 1964,

[0:36] the federal government would get $25

[0:39] billion

[0:40] more revenue each year.

[0:44] The recently enacted surcharge yields

[0:48] less than 1/2 of that amount.

[0:53] I think you will agree that no one of us

[0:56] suffered severely under the 1963 tax

[1:43] The point is that we have the resources

[1:46] now. Yes, even while the war is going

[1:49] on, and we will have them even after the

[1:52] war. But the city crisis is too serious

[1:57] to fool ourselves with slogans that the

[2:00] only reason why we are not meeting the

[2:02] needs at home is Vietnam.

[2:05] That is why I believe that the emphasis

[2:08] on the butt for Vietnam issue in the

[2:10] minority plank is so misleading and so

[2:14] harmful. It takes our attention away

[2:17] from where it is needed, namely on the

[2:20] appropriate domestic policies to meet

[2:22] our domestic needs. Enough

[2:24] appropriations to carry
