[0:00] A year and a half ago, during a highly
[0:02] promoted education summit at the
[0:04] University of Virginia, the nation's
[0:06] governors put the challenge to Mr. Bush.
[0:08] If you truly intend to be the education
[0:10] president, they said, "Prove it." Today
[0:12] in Washington, the president unveiled
[0:14] the details of what he calls America
[0:16] 2000, a plan to turn the nation's
[0:19] schools around and do vastly better for
[0:21] American students by the end of the
[0:22] century. First, at the White House,
[0:25] here's ABC's Brit Hume.
[0:27] The president outlined his new education
[0:29] plan in a White House speech this
[0:31] afternoon. It will not be costly, at
[0:33] least to the federal government, but it
[0:35] is ambitious. For today's students, we
[0:38] must make existing schools better and
[0:41] more accountable for tomorrow's
[0:44] students, the next generation. We must
[0:47] create a new generation of American
[0:49] schools.
[0:50] >> The Bush strategy has four major points.
[0:53] New national achievement standards in
[0:55] math, science, English, history, and
[0:57] geography. Voluntary national tests in
[0:59] these subjects for fourth, 8th, and 12th
[1:02] graders, so parents can see how their
[1:04] students stack up. Freedom for parents
[1:06] to choose which schools their children
[1:08] will attend. Finally, development of
[1:10] so-called new American schools, at least
[1:12] one in every congressional district, by
[1:14] 1996. Federal money would help open them
[1:18] and a privately funded corporation would
[1:20] contribute ideas on how to reinvent the
[1:22] school. The president spent the day
[1:24] hurrying from meeting to meeting on his
[1:25] plan, trying to help it help him in
[1:28] three ways. B
