[0:03] This is the CBS Evening News
[0:07] with Dan Rather and Connie Chun.
[0:11] >> Good evening. The sands are shifting
[0:13] tonight in the Persian Gulf crisis.
[0:16] >> Russia is now wheeling in dealing with
[0:18] Iraq. The Russian foreign minister went
[0:19] to Baghdad today and tonight Russia and
[0:22] Iraq announced a new diplomatic ploy,
[0:24] one that ups the ante and increases the
[0:27] pressure on the United States and
[0:28] President Clinton. It is aimed at
[0:31] lifting UN economic sanctions against
[0:33] Iraq. That was Saddam Hussein's original
[0:36] goal when he moved his tank forces again

[1:04] drive to end the UN embargo. The overall
[1:07] deal centers on this justoped UN weapons
[1:10] inspection facility, nerve center of
[1:12] what has been called the most
[1:14] sophisticated and intrusive electronic
[1:16] monitoring system ever devised. The new
[1:19] system should mean Saddam Hussein won't
[1:21] get any more dangerous toys.
[1:23] >> We would hope that if Iraq didn't
[1:26] physically block us from doing our work,
[1:29] we could, even with bad Iraqi
[1:31] declarations,
[1:33] continue to monitor their their
[1:35] capabilities.
[1:36] Even the air will be monitored for
[1:38] emissions from factories. The Tigris and
[1:40] other rivers will b
