[0:00] reports in the newspapers. Strange
[0:01] segue. United Nations Chief Weapons
[0:03] Inspector Hans Blicks is about to
[0:05] deliver his report to the Security
[0:07] Council. We now join Brian Williams for
[0:09] a special report.
[0:13] This is an NBC News special report. Here
[0:16] is Brian Williams.
[0:19] And good morning from New York. We're
[0:21] coming on the air at this hour to air
[0:23] the remarks of Hans Blicks, the United
[0:26] Nations Chief Weapons Inspector who will
[0:29] be delivering his report to a meeting of
[0:32] the United Nations Security Council.
[0:34] Hans Blicks, an interesting character,
[0:36] does not work for the United States or
[0:39] Iraq for that matter, but has 15 bosses.
[0:42] He works for the United Nations Security
[0:44] Council, members of which are gathering
[0:47] on the floor now. And we are joined from
[0:49] Sydney, Australia, among others by
[0:51] former Chief Weapons Inspector,
[0:53] Ambassador Richard Butler. Ambassador
[0:55] Butler, he could be stern in his report.
[0:58] He may be mild, but the US will be
[1:00] waiting to hop on any violation.
[1:03] Correct.
[1:05] Yeah, that's right. Uh Brian, the main
[1:08] thing to watch for is whether Hans Blick
[1:10] says that he continues to hold the view
[1:13] that Iraq has not taken the central
[1:16] government decision required, which is
[1:18] to give up its weapon. He will say that,
[1:20] you know, they are cooperating more
[1:22] smoothly and being a bit nicer in the
[1:25] inspection process. But if he repeats
[1:27] what he said two weeks ago that he has
[1:30] no sense that Iraq has actually decided
[1:33] to truly do the job then I think it's
[1:36] over for Iraq and that's the thing to
[1:38] listen for. Richard Butler in Sydney,
