[0:03] This is NBC Nightly News with David
[0:06] Brinkley who's on vacation. John
[0:08] Chancellor in New York. And tonight's
[0:10] special segment, a crisis of confidence.
[0:13] >> Good evening. President Carter put a
[0:15] price tag on his new energy conservation
[0:17] program. Today, $142
[0:20] billion over the next 10 years to be
[0:23] paid for by a tax on oil company
[0:25] windfall profits. An unprecedented
[0:28] program. That was the word the president
[0:30] brought to audiences in Kansas City and
[0:32] Detroit to guarantee, in his words, that
[0:34] never again will our nation's
[0:36] independence be hostage to foreign oil.
[0:38] Judy Woodruff was with the president.

[0:52] he found a sympathetic audience at a

[0:59] you, to do both, to discuss the energy
[1:02] problem and to get you to help me
[1:05] succeed. I want to know, will you help
[1:08] me succeed?
[1:11] >> At times, the president sounded like a
[1:13] general leading his troops into battle.
[1:16] Fighting side by side, he said, will win
[1:18] the energy war. One enemy he identified
[1:21] was the oil industry, whose windfall
[1:24] profits he wants to tax to pay the huge
[1:26] costs of his energy program. He said,
[1:28] "If the oil companies don't help us meet
[1:30] our basic energy needs, I'll make them."
[1:33] >> The oil companies must cooperate.
[1:37] We will bring the full force of the law
[1:40] to bear on those who profiteeer from our
[1:44] national shortage or who try to cheat
[1:47] the
