[0:00] to ensure that the parties carry it out.
[0:02] There are many provisions uh that take
[0:04] into account that possibility and try to
[0:06] dissuade the parties from doing so. But
[0:08] I want to emphasize again that this is
[0:10] not a permanent commitment. This is this
[0:12] is a one approximately a one-year
[0:14] commitment. This is not a guarantee.
[0:16] It's an opportunity. But there are very
[0:18] strong incentives of the parties to
[0:20] carry out that that agreement from
[0:22] Dayton.
[0:23] >> Mr. Secretary, the other question though
[0:25] is that you you in the administration
[0:27] have all said that if we don't do this,
[0:29] the war would start up again and then it
[0:30] could spread and that would be against
[0:32] our national interest. If in fact the
[0:34] parties just sit back for a year and
[0:37] then we leave and they start fighting
[0:39] again, is is that still against our
[0:42] national interest and particularly if
[0:43] the conflict spreads and then what do we
[0:45] do?
[0:46] >> Well, we'll have given them a major
[0:48] opportunity to carry these matters out.
[0:50] If it can't be done in a year, perhaps
[0:52] it can't be done in a much longer period
[0:54] of time. Uh our military people
[0:57] basically were the ones who set the
[0:59] period of time. They think the military
[1:01] provisions can be carried out in that
[1:03] year. Uh the parties think elections can
[1:06] be held within the one-year period.
[1:08] Reconstruction
[1:10] can start and I think that's the
[1:12] important thing. The one year gives the
[1:14] parties a real opportunity for peace.
[1:16] President Salash, Prime Minister Saladic
[1:19] of of Bosnia told me the other day that
[1:21] we're just one inch away from peace. And
[1:24] so he
