[0:00] about to Americans and the world that
[0:01] the US does indeed h have a plan to
[0:04] transfer full sovereignty to Iraqis on
[0:06] June the 30th in an orderly and secure
[0:09] manner. Addressing a friendly crowd of
[0:11] about 450 military personnel, the
[0:14] president warned terrorism will increase
[0:16] in Iraq before June 30th. And he added,
[0:18] quote, "The way forward may sometimes
[0:20] seem chaotic, but the commander-in-chief
[0:22] said American troops are going to stay
[0:24] put." and he repeated previous vows to
[0:26] add to the 138,000 US troops now in Iraq
[0:30] if field commanders request them.
[0:32] Security remains the most essential and
[0:34] elusive part of the president's exit
[0:36] strategy and much of his address focused
[0:38] on US training of Iraqi army and police
[0:40] forces. The president said a new team of
[0:42] senior military officers is now
[0:44] assessing every unit in Iraq security
[0:46] forces. He claimed eight more battalions
[0:48] of Iraqi troops for a total of 13 will
[0:51] be ready for action by July 1st. and he
[0:53] envisioned a time when Americans
[0:54] patrolling Iraqi cities will pass their
[0:56] batons to their Iraqi counterparts.
[0:59] >> Eventually, they must be the primary
[1:02] defenders of Iraqi security
[1:05] as American and coalition forces are
[1:07] withdrawn,
[1:09] and we're helping them to prepare for
[1:11] this role.
[1:13] In some cases, the early performance of
[1:15] Iraqi forces fell short.
[1:19] Some refused orders to engage the enemy.
[1:23] We've learned from these failures and
[1:25] we've taken steps to correct them.
[1:28] >> The president has much writing on the
[1:30] diplomatic efforts of that man, the UN's
[1:32] special envoy to Iraq, Larar Brahheim,
