[0:00] ation. I'm Chad Huntley, NBC News. The

[0:03] 20th session of the Paris talks on

[0:05] Vietnam got nowhere today, but the 4 and

[0:07] a half hour meeting was interesting. The

[0:09] Vietkong announced that it's opening

[0:11] consultations with what it called other

[0:13] goodwill groups in South Vietnam and in

[0:16] Paris for the purpose of provide uh

[0:18] providing a provisional government.

[0:20] Apparently, the Vietkong intend to

[0:22] bypass the present Saigon regime.

[0:24] American spokesman Harold Kaplan asked

[0:27] about the position of the United States

[0:28] on that matter said it is not for us to

[0:57] Vietnam, but he did comment on the

[0:59] ability of the South Vietnamese to

[1:01] replace Americans.

[1:05] I think they are willing to take over

[1:08] more of the responsibility.

[1:11] I think that the training of the uh

[1:16] Arvin has

[1:18] been moving along at a rapid pace.

[1:21] They recognize that uh uh the United

[1:24] States commitment is not open-ended

[1:27] and uh they are not being pushed in in

[1:30] this position. Uh they uh uh came to

[1:35] this conclusion on their own and I think

[1:37] are perfectly ready to to move in this

[1:40] direction.

[1:41] Now

[1:43] on the other hand, the president
