[0:00] biggest godfather goes too far. And
[0:02] >> in the news, the president and his top
[0:04] advisers mull over the Moscow peace
[0:06] plan. Diplomats in the Soviet capital
[0:08] are busy this morning trying to craft a
[0:10] package all sides can live with. And in
[0:12] the Gulf, troops are ready to go, but
[0:14] are being told to sit and wait.
[0:18] >> This is NBC News at Sunrise.
[0:25] >> Good morning everyone. I'm Margaret
[0:27] Larson. Peace talks in Moscow, gunfire
[0:29] in the Gulf, and in Washington, late
[0:31] night meetings at the White House. Is a
[0:33] deal to stop the fighting at hand?
[0:35] Apparently not the deal Baghdad is
[0:37] offering, but maybe something like it.
[0:39] US officials say they don't like all the
[0:41] fine print on the Moscow plan, but for
[0:43] now at least, the president has not
[0:44] turned it down. NBC's Jim Mcclashevky is
[0:47] at the White House this morning with
[0:48] more. Good morning, Jim.
[0:50] >> Good morning, Margaret. The White House
[0:51] has not officially rejected this Moscow
[0:54] peace plan, but White House officials
[0:55] say that some specific conditions in
[0:58] this plan are clearly unacceptable. The
[1:00] proposal calls for an end to economic
[1:03] sanctions against Iraq even before all
[1:05] Iraqi troops are out of Kuwait. That's
[1:07] unacceptable. The plan calls for
[1:10] elimination of all remaining UN
[1:12] resolutions. That would mean Iraq would
[1:14] not have to pay reparations to Kuwait.
[1:16] That's unacceptable. And in the plan,
[1:18] there's no specific timetable for
[1:20] withdrawal. That could mean that Iraq
[1:23] would intend to draw over a long period
[1:25] of time, giving Iraqi troops time to
[1:27] take out all their weapons, tanks, and
