[0:02] Tonight, the FDA and cigarettes tough
[0:04] new regulations are about to kick in. A
[0:07] big win for anti-smoking crusaders, but
[0:09] it will only limit nicotine, not
[0:12] eliminate it.
[0:13] >> That is a tremendous victory for Philip
[0:15] Morris and for big tobacco.
[0:18] >> I'm Katie Couric. Also tonight, a murder
[0:20] charge in the Holocaust Museum shooting.
[0:23] And the final act of kindness that cost
[0:25] a guard his life and a young boy his
[0:28] father.
[0:29] >> He was always there for me.
[0:32] >> And for many members of the class of
[0:34] 2009, the American dream deferred.
[0:37] Another impact of this economy on
[0:40] children of the recession.
[0:46] >> This is the CBS Evening News with Katie
[0:49] Couric.
[0:52] >> And good evening, everyone. Congress is
[0:54] taking unprecedented action to try to
[0:56] reduce the number of smoking-related
[0:58] deaths in this country. There are
[1:00] 400,000 every year. Today, the Senate
[1:03] followed the House in giving the Food
[1:05] and Drug Administration the power for
[1:07] the first time ever to regulate tobacco.
[1:10] An overwhelming 79 senators voting yes,
[1:13] just 17 no. Nancy Cordes now with what's
[1:17] in the bill and what's not.
[1:20] >> The landmark legislation is designed to
[1:22] keep kids from starting the habit and
[1:25] help adults kick it.
[1:26] >> For the first time in the history of our
[1:28] country, the Food and Drug
[1:28] Administration will be able to regulate
[1:30] tobacco products.
[1:32] >> The bill forces big tobacco to reveal
[1:34] every ingredient in their cigarettes and
[1:37] empowers the FDA to restrict the
[1:39] ingredients it deems harmful. It also
[1:42] calls for bigger, bolder health warning
[1:44] labels that cover half the packaging
