[0:02] Good evening. This is the second of two
[0:04] broadcasts examining the first 3 months
[0:06] of the Reagan administration.
[0:08] Tonight, we'll look at the Reagan
[0:09] foreign policy, including a massive
[0:11] increase in America's defense budget and
[0:14] tough talk, very tough talk for the
[0:16] Russians.
[0:17] The only morality they recognize
[0:21] is what will further their cause,
[0:24] meaning they reserve under themselves
[0:25] the right to commit any crime, to lie,
[0:29] to cheat in order to attain that. I
[0:31] think this administration, in addition
[0:33] to being tough, has to also emphasize
[0:36] its willingness to cooperate, to
[0:38] accommodate, to pursue those forms
[0:42] of agreement which are mutually
[0:43] beneficial, and that's particularly true
[0:45] of arms control.
[1:05] This is a CBS News special report.
[1:10] The first 3 months. From Washington,
[1:13] here is Dan Rather.
[1:16] Three nights ago, on the first of these
[1:18] broadcasts, we looked at the style of
[1:20] the Reagan presidency.
[1:22] And we also examined his economic
[1:23] policy.
[1:24] As it happens, both of those elements
[1:26] are in the news again tonight. Mr.
[1:28] Reagan has announced plans to address a
[1:29] joint session of Congress next Tuesday
[1:31] evening to urge approval of his economic
[1:34] recovery program. That will be his first
[1:36] major public appearance since he was
[1:38] shot and gravely wounded more than 3
[1:40] weeks ago.
[1:41] But there's more to the president's
[1:43] program than his economic package.
[1:45] Tonight, we'll focus on two other
[1:46] subjects. One is President Reagan's
[1:49] foreign policy, another is the attempt
[1:51] to roll back federal regulations.
[1:53] Later on, we'll talk with some of the
